Alcohol is frequently drunk in the park, both during and after school hours. Someone has been living in the overgrown bushes at the rear of the park. The issue has increased in the last five years, and the school often has to exclude students from the park. Identification and prioritisationThe principal alerted Police that a vagrant was sleeping in the park and leaving his gear in the bushes during the day. She also reported the ongoing issue of people drinking alcohol in the park during school time. During fine weather she can expect to shut the park to students approximately once a week. She also calls Police at least 23 times a year to come and speak with abusive users of the park. School staff see people in the parks who cause them concern, and they subsequently close the students access to the park. However, they have not been consistent in reporting such incidents to the principal and Police. While there is plenty of Police data for disorder and breach of liquor ban in the area, none were found specifically relating to the park.Short-term goalWithin the first term of 2015, all staff will report all incidents of vagrants in the park to the principal and Police. Police will attend all incidents reported and have high visibility in policing in the parks. The park environment will receive a CPTED audit.Long-term goalVagrants will not use the park during school times and there will be no evidence that they are using the park outside school times. Students will regularly be allowed into the school and public parks to play.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The principal updated the schools procedures to cover the issue, including notifying Police every time there is a suspicious person in the parks. All staff received training from Police as to how to implement clearing the park and restricting access to students. It was emphasised that all incidents were to be reported to Police, either directly to the SCO, through the principal, or by dialling 111. A CPTED audit was carried out to assess the environment of both parks. This included consideration of the access ways to the parks, signage, and the seating area and recommended that overgrown plants be trimmed or removed. Community connections Parents were informed of the issue. The occupants of neighbouring properties were contacted and involved in the garden redesign process. One neighbour now regularly picks up rubbish and does some trimming of the plants. Police assisted with proactive patrolling and interventions. The church was involved and the Salvation Army Hope Centre helped park users with addiction problems. The council maintains the public park and provided signage for the liquor ban zone. Curriculum teaching and learning School staff received training on procedures for dealing with the issue. The students were addressed about personal safety. Teachers promoted a culture in which students report suspicious activity and teachers report this to the principal and Police. Senior students who act as peer mediators also reported suspicious people in the park to staff. ImpactThere has been an increase in the number of incidents reported directly to the Police. At least three 111 calls were made during the year. On 10 other occasions the SCO was called and attended to incidents in the park. No one is now living rough in the parks. There have been fewer incidents of vagrants in the parks and fewer occasions when staff had to close student access to the park. School staff are now consistently reporting all incidents to the principal and Police. Bushes have been removed or cut back, and there are no longer areas to hide in. Next stepsThe agreed signage has still not been erected in the park. The school is now working directly with the councils Safer City team leader. Preventative patrolling be Police will continue in Term 1 2016, targeting sunny days.ObstaclesSome staff were reluctant to call Police. The liquor ban signage has not yet been erected by the council. Bushes are starting to grow back. Staff will be reminded to contact the council to keep on top of the growth. Parent involvement has been minimal. ImprovementsThe larger issue of the school grounds being used as a thoroughfare by the public has not been fully addressed. Having a safer public access, through CPTED analysis, may decrease crime. Alternatively, it could cause more undesirable people to use the area.ConclusionThrough this intervention the school has partnered with Police, the council and neighbours to make a measurable impact on the number of vagrants using the park, and the number of times the school has to close the park to students. The real test will be whether the issue becomes less in the summer months of Term 1 of 2016.
