The highway included a planned pedestrian island in the middle of the road, but the school did not consider that this was sufficient to ensure students safety when crossing the road. The speed limit of the state highway would be 60 km per hour; no school zone speed restriction was possible. The new highway also meant that the parking space at the rear of the school would be removed, increasing traffic congestion at the front of the school. Identification and prioritisationThese road safety issues were identified by the SCO and the principal at the start of the roading project in 2013. A survey conducted by the councils school travel coordinator revealed existing unsafe behaviour by parents (e.g., parking on yellow lines next to the school crossing, on footpaths, on grass verges, and over driveways). Short-term goalTo ensure that comprehensive safety measures are in place during the building of the road to keep students safe.Long-term goalTo provide a safe pedestrian environment. To encourage students and whnau to be active participants in safe modes of travel to school.Prevention activitiesActivities that occurred within a whole school approach included: School ethos and environment Discussions were held with relevant roading authorities to ensure that the most appropriate and financially viable option was installed at the new school crossing point. The school reviewed its procedures for the students' use of bicycles and scooters, aiming to encourage these modes of travel to school. The school reviewed its road safety policy to see how it could minimise harm from congestion (e.g., by providing an alternative parking area). School staff were made aware of traffic concerns by the principal. A staff member was placed on duty at the rear entrance before and after school. Community connections Whnau were kept informed of roading issues through the school newsletter. The school worked with a supportive local church to use its car park as a student drop off and pick up area. Whnau were encouraged to drop off and pick up their children from this area, which is less than 100 m away from the school. A mobile coffee cart operating in the afternoons also provded an incentive for parents to use this space. Council parking wardens spent time in Term 2 educating those who were parking illegally, and returned in Term 3 to enforce this by issuing parking notices to offenders. Whnau were encouraged to use the student learning portal to comment on road safety. Curriculum teaching and learning When the new road was opened, all students at the school were taken in small groups to the new crossing. They were shown how to use the light-controlled crossing correctly and met the school patrol team who would operate it. Environment Waikato used Ruben the Road Safety Bear to reinforce the road safety messages taught by the teachers and the SCO. As well as teaching from Police's  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safety" Road Safety education resource for years 01 and 23, the school promoted classroom blogs in which students shared their daily and weekly learning with whanau. Students practised walking safely to the local church car park. In 2015 all year 46 students will receive scooter safety lessons to promote safe scooter use and help reduce congestion. Senior students completed posters with road safety messages aimed at encouraging parking safe behaviour. These posters targeted those parents who continued to park illegally at the front of the school. Junior students will display these posters to parents at the roadside at the start of 2015.ImpactThis intervention achieved some changes in the planning of the new road. It also involved the community in changing behaviour to improve students safety and show consideration towards other road users.Next stepsAll students will receive ongoing safety education to encourage safe ways of travelling to and from school.
