Middleton School Community Officer SummaryPolice and school working together to establish an effective lockdown procedure.IssueWith economic change and the increase of drugs and violence in our community, it is important for Police and schools to be prepared for emergency lockdown incidents. Identification and prioritisation Police data shows an increase of family violence in this community. Methamphetamine is an ongoing issue, and there harmful behaviour in this community has increased. There are more frequent reports of school shootings, mainly in the USA. School Boards of Trustees are required to ensure that schools have policies and procedures are in place to help keep staff and students safe. Police are concerned that it may be only a matter of time before a serious incident takes place in a school.Short-term goal The school develops a lockdown procedure. The school community understands the importance of the procedure and the various roles the procedure requires.Long-term goalThe procedure is rehearsed to ensure its effectiveness and that the school is prepared to handle an incident. Essential aspects include: school staff are prepared for a lockdown students know what to do in a lockdown emergency services staff know what to do when a school is in lockdown families can be notified in the event of a lockdown.Prevention activities Activities that occurred within a whole-school approach included: School ethos and environment The school reviewed and discussed its lockdown procedure with the SCO. Relevant information was gathered on Buller High School for our emergency services, including the schools existing lockdown procedures, staff contact details, plans of school, Google maps noting places of interest in the area, security firms, and live-time cameras. The executive officer was placed in control of the emergency lockdown plans. The executive officer and the SCO walked around the school discussing requirements for lockdown such as secure areas and blinds. All staff received training on lockdowns and were involved in an active drill. Police staff were also involved in the drill. The SCO debriefed students and staff on the drill, explaining the reasons for a lockdown and its importance in containing an incident, and outlining the function of the Armed Offenders Squad. Systems were devised for communication between staff during a lockdown. Systems were devised for notifying parents and keeping them updated. Community connections The school is arranging with a security firm to get software so that Police can view live-time camera footage if necessary. Police and the school are working together to discuss different scenarios for planning and preparation. Parents have been advised of the schools lockdown procedure. A notification system has been set up to enable the school to contact family if required. The Buller District Council have provided local emergency services with recent Google maps. The SCO created school files, including staff emergency contact details, floor plans, Google maps, places of interest around them and lockdown procedure, for the use of emergency services. The SCO met with dental nurses who work in West Coast schools and advised them about the lockdown procedure. Curriculum teaching and learning Teachers addressed students on the lockdown procedure, including what the alarm sounds like. Police spoke to students about lockdowns and how an efficient lockdown process was important to ensure students safety in a serious incident. Police also received extra training on active armed offender situations.Impact School staff now feel more confident that they know what a lockdown is for, how to carry it out, and what to do during a lockdown. Police staff are more confident that they will know what is happening within the school during a lockdown, how to contact relevant staff, and how to respond to a lockdown. Parents understand lockdowns, and their role in a lockdown situation. Students understand lockdowns. Next stepsDrills will be held at various times (for example, during student break time). More local Police will be involved in the drill. The schools lockdown procedure and information for emergency services will be entered in Polices RIOD information system. Emergency services and Police will be given access to school information. The school will create a procedure for readily advising staff and parents when a lockdown is put in place. The contact details of school staff will be updated. The school will have a computer link with a security firm for a live-time camera. Students will receive education on the harmful effects of methamphetamine.ObstaclesThe school currently has only one point where a lockdown alarm can be activated more activation points are needed. ImprovementsA number of staff need to be authorised to put the school into lockdown. The school is considering a phone-based intercom system. The school needs to decide the best way to contact most of parents to advise them of a lockdown. A security checklist will be drawn up for staff to ensure that the main points of securing buildings are covered (checking doors, windows, blinds, lights and so on). Contact details need to be available, especially for relieving teachers. It will be written into the procedure that Police to be contacted as soon as possible. The neighbouring primary school will also be contacted if necessary. Students will be reminded that if they have concerns about any unsafe behaviour at school they should speak to a member of school staff.ConclusionThrough this intervention the school has partnered with Police and other community groups, and improved its procedure for lockdowns. Staff are more confident about lockdowns and that they know what to do. Police and emergency services have relevant information that can be readily accessed in an emergency. Families have also been updated with the procedure, and this has enabled better communication between the school and parents in case of emergencies. The students are more confident that they know what to do in lockdowns. During the drill they were very responsible and aware of the importance of working together to keep themselves and others safe.
