Veukiso School Community Officer SummaryThe effects of traffic congestion and non-compliance with car restraint requirements on the personal safety of students.IssueThe issue is risks to student safety as a result of: students moving between stationary vehicles pedestrian traffic on Fairburn Road and Pukeora Road the number of parents who take their children to and from school in private vehicles and parent behaviour a lack of correct passenger restraints e.g., no booster seats, students not being strapped in.Identification and prioritisationThe issue was identified in 2014 from a number of sources: teachers monitored the number of vehicles where there were parking issues or students were not strapped correctly into their booster seats the school noted complaints from parents about aggressive drivers or other unsafe driver behaviour students were surveyed about the use of booster seats during  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safety/0-1" Road Safe lessons Police officers issued infringement notices during the check point operations. Short-term goalTo reduce parking complaints, improve the flow of traffic around the school, and increase the number of students using booster seats (measured by fewer incidents reported to the school and the SCO). Long-term goalTo reduce the number of infringement notices and have more students seated or strapped correctly in approved restraints.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The pedestrian crossing was altered and raised, 40 km signs have been erected, and yellow lines have been refreshed outside the school. Plunket and Police staff collaborated with school staff. The SCO will receive training as a child restraint technician and will then demonstrate to school staff. Community connections Good connections were made with the local council (parking wardens), Plunket, Auckland Transport, Police traffic staff, and Police school community staff. Plunkets certified child restraint technicians and Police conducted a joint operation to check booster seat use and educate parents. Parking wardens were onsite to issue tickets for parking issues. The school held a meeting for parents/whnau to clarify the rules and laws about child restraints. This was supported by Auckland Transport and Police. Parents were informed about restraints and safety through whnau meetings and newsletter articles. Police ran check points to monitor compliance with the laws. Curriculum teaching and learning Students received lessons from Road Safe for  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safe-years-0-1" years 01 and for  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safe-years-2-3" years 23 to learn how to stay safe and behave correctly in cars.ImpactFewer complaints were received about parking issues and driver behaviour. Fewer infringement notices were given out by Police and parking wardens. More parents had booster seats that were installed and operated correctly. Next stepsThe school will continue to communicate with parents. Police will regularly monitor parking and booster seat use. The council will monitor traffic flows and will devise a traffic engineering solution if traffic exceeds a standard rate of flow.ObstaclesThe biggest obstacle was the parent community's reluctance to take more responsibility for their childrens safety. This included resistance from some parents, who said they couldnt afford a booster seat let alone pay a fine.Improvements The intervention would be improved by involving the students more. They could research the issue by identifying the problem on the road in the mornings and afternoons, conducting a survey, and coming up with a solution. They could present their findings to their parents, engaging them with the issue and influencing them. More data on the level of congestion before the intervention would enable the school to measure the success of the short term goal more accurately. Some parents could receive training as certified child restraint technicians. ConclusionThrough this intervention the school has developed partnerships with Police and school community groups and has made changes that have had a positive impact on the issue.
