Offenders for one incident were charged. There were suspects for three of the other incidents, but no substantial evidence. Approximately $15,000 damage was caused, as well as the time for staff and Police to investigate.Identification and prioritisationIssues identified through data from: Police 7 burglaries reported, with 6 resulting in no-one being held responsible. Principal informal discussions indicating that the school did not report wilful damage and tagging, but dealt with them in-house. Principal/staff discussions regarding the design of the new build, and the conflict between the design and functionality/security, considering the area in which the school is situated. Attendance students who were nominated for the burglaries being absent from school. Students perspective that nothing will happen to the offenders because there is no evidence.Short-term goalTo cultivate students pride in school, gaining buy-in from them and their families to address the behaviour of students who damage the school. To significantly decrease the number of burglaries and wilful damage incidents to the school.Long-term goalTo cultivate capable guardians within the community to address behaviour promptly and to report to Police where necessary. To assist the Principal by liaising with the architects to discuss design features for the new rebuild that will promote security and deter people loitering unnoticed. Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment (policies; skilled staff; safe environment) School and classroom assemblies The Principal and staff were very upfront with the senior students about the costs and the time that these incidents had been taking up, especially her own time and that of the caretaker coming in to fix the property. Written proposal to MOE Extra funding was sought for security cameras, due to the amount of time and money that was being invested into the issue and into staff safety. Staff meeting This addressed staff safety whilst at school after-hours due to the burglaries, or to other offenders running onto school property and hiding from Police after committing other offences in close proximity to school. Policies and procedures Procedures on storage of all electronic devices were reviewed, as were the procedures of the security company when they got an alarm activation. Security The caretakers shed was braced and strengthened with metal bars to prevent more holes being kicked in walls. Access to the shed was limited to four students, and items of value were stored out of view. Video cameras The Principal was provided with 24-hour video access on her phone to all parts of the school. She made this known to students, and outed them for behaviour (both good and bad) that she could see. Community connections (consultation; collaboration; model parents) Door knocks The Principal and a teacher went to the homes of key people of influence in the community, for example within the local Black Power, and also the homes of the suspected youth offenders, to make them aware of the burglaries. They communicated the effect these were having on children, staff and learning at the school. Police The SCO consulted with Community and Neighbourhood Policing Team staff, so that the immediate area was targeted with house door-knocks after every burglary or incident that was reported in the streets around the school (a crime science concept called cocooning). Liaison meeting The SCO organised a meeting between a police officer who specialised in Crime Prevention Through Environmental Design (CPTED), the architects and the school. Curriculum teaching and learning (taking action for: myself; my friends; my community) Lessons took place on responsibility and good decision-making what and who affects our ability to do the right thing. Students viewed the security cameras to see how the CPTED findings could affect behaviour change.ImpactThere was a decrease in burglaries, with none reported at all during Terms 3 and 4 of 2017. Only very minor wilful damage was reported. The CPTED meeting findings were put into action and planned for the future. Architects listened to the Principals views and changed their design to facilitate and include features to deter people loitering after hours, such as sirens and lighting in dark corners, collapsible basketball poles with removable nets for enclosed areas, and an accessible basketball court away from buildings for the community to use after-hours. Students at the school rang Police twice to report other students behaviour on the grounds after-hours. Students informed the Principal about who had stolen the missing property and where they put it. Students also informed the Principal about other students who were responsible for a local burglary, so that she was able to obtain the stolen goods and return them to victim.Next stepsContinue to monitor incidents that occur in the immediate vicinity of the school. Take prompt action and report intelligence on drug houses that border the school property. Discuss with the school community feedback on the action taken by school and Police. Monitor meetings with the architects to ensure plans include the security measures discussed.ObstaclesThe initial obstacle came from the students perceptions that ringing Police or informing the Principal about who was responsible was being a nark. The initial lack of security footage meant Police were unable to obtain hard evidence to hold offenders accountable. The installation of high quality security cameras changed this immediately, and was very effective.ImprovementsPolice could have involved the students with the design process, and looked at how little adjustments could make crucial big changes in desired behaviours. Using the Police  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/responsible-citizens/safer-schools" Safer Schools resource wouldve assisted with this. Next time I think the Year 7-8 students would benefit from looking at how their own behaviour can influences behaviour change amongst their peers whether they say nothing, openly laugh and encourage, or speak against the actions. Look at the fears of standing up and speaking up.ConclusionThrough this intervention, the school has partnered with Police, their architects, the Ministry of Education, their security company and the community to make a measurable impact on the issue. A huge influence was the installation of security cameras, which the Principal publicised to students by letting them know the behaviours (both good and bad) that she saw. This filtered out to the community quickly. Students have continued to speak up on other issues, which is encouraging, although hard to measure.
