IssueThe school was concerned that a number of its younger students were being transported in cars without appropriate child restraints, either because they weren't present in the cars or the parent drove off before the student was properly secured. There was concern and frustration over the safety and operation of the school traffic warden system, as it was taking a long time to get safe breaks in the traffic. This meant that families often chose other locations on the road at which to cross. There was concern about general compliance with parking restrictions around the school. Identification and prioritisationStudents were surveyed to identify who was wearing appropriate child restraints. Parents were surveyed to ask whether they were using child restraints. Three respondents stated that they only used the restraints sometimes, and one said that they did not use child restraints at all (so the issue was not as major as we had originally perceived). This result was also supported by the observations of school staff, who monitored whether students being picked up after school were placed in appropriate restraints. The survey also asked how safe parents felt the crossing was (49% said safe, 47% said average, 3% said not safe). Police reported an increase in number of complaints from members of the school community and the public about driving and parking near the school. The priorities identified by the school were to: increase compliance with child restraint requirements increase parents and students use of the school crossing improve parents and students perceptions of the safety of the school crossing.Short-term goalWithin the next four weeks the school will identify what is stopping some parents from using appropriate child restraints, address the issue and get 100% compliance in the use of child restraints. The present crossing will be analysed by a council roading engineer to see if it meets the threshold for being upgraded to a kea crossing. Long-term goalA future survey of parents will find 100% compliance with child restraints and the number who feel that the school crossing is safe will increase from 49% to 80%.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment All new families starting the school were told about the schools expectations that they would use appropriate child restraints when driving their children. The Board of Trustees put a formal request through to the city council seeking to have a kea crossing installed. The council parking enforcement team was invited to address parking compliance. The SCO spoke to students in assembly about wearing restraints and using the crossing. The council was asked to consult with the school and Police on improving the safety of the road layout (particularly the school crossing) and to provide increased signage on the road outside the school. Community connections School notices kept parents informed about and planning and progress on these issues. A follow-up survey would be held to get further feedback on the effectiveness of the intervention. An ongoing email conversation was set up between Police, the school and the council to keep everyone up to date on progress. The principal and Police encouraged parents through school notices to use the school crossing point and set a good example to other students. A car seat was sourced by the school for a family who did not have one. Samoan language pamphlets about child restraints were given out to Samoan families to explain the law and importance of using restraints. Parking wardens spent two weeks at the school in conjunction with the Police, first educating parents and then enforcing the parking restrictions. Curriculum teaching and learning Teachers, with the support of the SCO, spent time in class informing students about the importance of wearing seatbelts and crossing at the school crossing. Lessons included looking out for your friends and family to ensure that they are also safe in these areas. Students were told about the important role of the road patrol in making the community a safer place for others, and were given opportunities to take part. ImpactA council roading engineer visited the site, analysed the road layout and gathered data on the number of vehicles versus number of pedestrians crossing the road. The engineer made a recommendation to the council to have a kea crossing installed, with increased signage and new posts. Samoan families are now using restraints, and we currently have 100% compliance. Since the intervention Police have had no complaints from the school or members of the public about driving or parking near the school. Staff have observed that everyone coming to and from school now uses the crossing. The increased signage around the school and crossing has slowed traffic down by an estimated 10 km per hour on average. Next stepsThe school is now waiting for the city council to install the kea crossing. Once this has been done the SCO and the principal will explain the new crossing at a school assembly and inform parents through the school newsletter. After the crossing is installed we will survey parents and students again to see if parents feel that the crossing is safer (our aim is for 80% to feel it is safe). We will ensure that next year all new students understand the schools policy and on child restraints and the legal requirements. We will select and train a new group of senior students to take responsibility for the kea crossing, which should be in place in early 2016.ObstaclesAlthough a new kea crossing has been identified as a key outcome to address the road safety concerns, the council had a process to go through, which took a few months. ImprovementsThe intervention would be improved by: speaking to residents on the street and surveying them about their concerns and observations regarding road safety around the school collating complaints received by Police before the intervention, to provide an accurate measure of improvement after the intervention recording data from observations of key targets before undertaking the intervention, to compare with changes after the intervention (for example, counting the number of people using the warden operated crossing as opposed to crossing the road elsewhere, or the number of drivers displaying confusing behaviour at the crossing). ConclusionThrough taking the time to survey parents and students, we were able to get a better idea of what the issues were and how they might be resolved with long-term solutions. An example of this is the upgrading of the crossing, which will be a long-term positive outcome for school families and also other road users. Another example is identifying why some families were not using the child restraints, issues that were resolved with very little effort. Police and the school share a common goal of wanting people to be safe in and around traffic, and this intervention has helped achieve that.
