Warwick-Ching School Community Officer SummaryIncreasing the safety of students outside the school gates.IssueThere were two issues: traffic congestion caused by drivers stopping in the 2-minute parking zone areas outside the school and leaving their vehicles for long periods unsafe parking and driving around the schools entrance before and after school. Identification and prioritisationThe issues were identified and prioritised as a result of numerous complaints from parents, teachers and neighbours of the school, and reports to Police from teachers on duty at the school gates. Those involved in developing the intervention were the principal and deputy principal, parents, Police, Auckland Transport and a student task group.Short-term goalTo bring to the attention of the whole school community, and in particular the offending drivers, the potential dangers of the above practices. To warn, fine or charge repeat offenders as a deterrent. Long-term goalTo reduce, or even eliminate altogether, unsafe practices measured by a reduction in reports to Police and continued monitoring.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment A plan was developed to monitor and talk to offenders and, if necessary, report offences to Police and Auckland Transport parking wardens. Police and Auckland Transport follow up these reports as soon as possible. Other students in the school were tasked with various relevant activities, such as paintings and stories on the theme of road safety. Community connections Articles were placed in the school newsletter to educate parents, carers and drivers. Auckland Transport and Police patrolled the area at critical times and issued warnings or infringement notices as appropriate. Police also acted upon witness reports of offences and took action against offending drivers. Curriculum teaching and learning All students were told about the issue during a number of school assemblies. Students applied to be on a task group, which: collected data before and after school and created graphs of offences made large posters and signs to hold up outside the school during drop off and pick up times, to draw drivers attention to the dangers wrote articles about the intervention in the newsletter to help educate parents/carers. Police supported safe walking and safe passenger education by providing the  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safety" Road Safe resources. ImpactAs a result of the intervention the whole school community has been made aware of the potential dangers.Next stepsThe next steps for this intervention are to: continue monitoring the area, reporting offenders and enforcing penalties remind parents in the school newsletters continue classroom education and activities change the parking signs outside the school from P2 to 'Drop off zone only' during critical pick up and drop off periods.ObstaclesThe obstacles encountered in this intervention were that: some offending drivers genuinely felt that there was nothing unsafe about their actions (however, with patient explanation of potential outcomes, most were able to see the folly of their ways). In some instances instant fines were issued as a deterrent the local council was unwilling to change P2 signs to 'Drop off only zone' signs Auckland Transport and Police's resourcing limited how much patrolling they could do. ImprovementsThe intervention would be more effective if the P2 signs were changed to 'Drop off only zone'.ConclusionEveryone involved took a positive and enthusiastic approach to dealing with this issue. Parents, teachers and students now have a better understanding of the process for reporting unsafe driving, and know that action will be taken when a report is made.
